I was able to make this work by having the tactic used populate the link with a rule instead of the link being the default value as I had before.
Not sure if this made a difference or not, but I also put it in a repeating table as opposed to a repeating section.
Works great now, thanks!

Having a problem with Person Group Picker. I add a PGP
control to the form and then drag it’s DisplayName and AccountID there also to
view/reference.

Thanks for your response but I finally figured it out....I set the filename field in my data connection to "permit number" field and gave it a default value of "concat("CP-14 -" ,max(ID) + 1) " where as CP stands for "Commercial Propagation" and the "14" is of course this year....and it works ...
