You cannot sort data objects automatically in manifest file.You can sort data objects manually but it is not adviceable.

You can make the changes by using 'Eraser' and 'Draw table' in Tool bar.
Open the form in design mode -->Go to Tool bar
Take 'eraser' and erase the footer column line
Redraw the column line in the required position

I think you#%92re talking about on after change event. A rule on a button cannot track on after change event.

You can publish the form to a Share Folder on a Network.
To publish the form to shared folder
1. Open form in design mode
2. Go to File->Publish
3. Click ‘Next#%92
You have option to ‘Publish to a shared folder or on a network#%92

You need to pass SharePoint file name to your code.To pass Share point file name,add this line to your code 'osharePoint.FileName= fileName;'.
