Is there a way to restrick people from viewing and editing forms that other users have submitted to a form library in SharePoint?

Are you able to create rules on which users can use the submit button, and which users can use the save & save as buttons?

I am trying to create the file name from two values in my fields and am always getting NaN as the file name.  Both the values work independently, but not together is there a spacific way to enter 2 different values in a row for the file name?
