Where does this web service call come from? Is it pullin the manager from the information in Active Directory or from my user's SharePoint Profile? Have been trying to search and have no real answer.

Attached is my problem. I need to be able to have the checkboxes be required if a user adds a new section. The current method is not allowing that because of the way the formula works.
