I'm glad you got that fixed. Its sounds like kind of a hack of a solution, but it seems to work for now.
1) Date picker's don't actually pick time - only dates. To pick times, you should have a textbox or a drop-down list. Binding both a date picker and a time text box to the same field is not a good idea. The values will override each other. You ...

Sorry... I was assuming you would have just emailed me the template.
Okay, so I have it. Now I need to know a few things...
1) Which view am I looking at?
2) What section/etc. of that view am I looking at?
3) Do I need a sample form.xml file to work with? Or should I just populate it myself -- if so populate what with what?
4) What part exactly, ...

That would be helpful. I'm still having trouble following it from this thread alone.

What you are looking for is custom data validation.
In the Text Box Properties dialog box, click Data Validation. Here you can create conditions such that: If the text box is blank, and the drop-down list is not X, then provide an error which says ''Box must be filled in''.

So what you are asking for is a way for an InfoPath form to be able to ''remember'' some configuration data from the previous run?
I'm not sure of a way to do that with InfoPath by itself. Cookies don't work as the form is always loaded in a new location.
A Web service could certainly have some way of keeping track, per machine, of some config ...

Adding a Query to the end seems reasonable. I was going to suggest that.
Is that the correct solution? I'm not sure. It seems like once you submit that there should be some sort of sync that happens between the form and the database. But since you are using a Web service, it's not surprising that that sync isn't happening. I would assume that if ...

Hmmm. Your not even working with a dateTime type, yours is defined strictly as a date type.
For JScript you would just use sDate.substring(0, 10); This would give you ''2004-10-04''.
What I don't understand is why you are getting all the time and time zone information for a date type.

Maybe data sets are different. I've never used them before. For a standard data connection the schema for that data connection is only created when you create the data connection. It is a fixed .xsd file in your .xsn (which you can extract and modify).
If data sets get dynamic schemas then I'm not sure how that works. You did have another answer ...
