Welcome Jeane.
All of us once had only been working with InfoPath for one week, oh how time flies.
You should be able to highlight or select the area at the bottom of your form, or the whole form if it is all centered and then use the center justification button in the toolbar. It should be pretty straight forward but sometimes one ...

You have to structure your data correctly in your tables for the data connection to access it properly.
The primary table must have a primary key field either record ID or some other unique ID. Then in your subtables they would need a field that contained the unique ID from your primary table for the record they coorespond to and it can be a many ...

SQL Express works fine too.
A lot depends on how far you are going with InfoPath and electronic forms. I have been very successful, without DBXL, but it was a ton of work and I was always running into the inherent limitations of SharePoint or Database Forms. And then the solutions were popular and they wanted more. DBXL ...

This would be rather tricky. You could build a form that was hard coded with 39 conditional formats to exclude rows by user name but that would be a nightmare.
I would recommend downloading the Database Accelerator. Qdabra Database Accelerator Suite Version 2.0 - Developer
With it you can put your data in a table and use views or ...

You can create a new site during the publish wizard. In the dataconnection it does not have that option.
So if you publish to Sharepoint put in http://intranet/project/ it will query the site and display the form libraries or you can create a new one. Once it is created then you can enter the url in the submit data connection.

It is dificult to convert a complex form over to webbased.
I would download the Database Accelerator Developer and look at the webservices and the free forms viewer. Qdabra Database Accelerator Suite Version 2.0 - Developer
This would give you the ability to at least do some free testing with webbased forms. The Forms Server from MS is very ...

I would think that a text box would be the best but there maybe some things behind the scenes but I think it would be limited to remove its basic functions.

I would think an expression box would be fine. If you have the user's default time zone somewhere or they enter it. You may want a table that would provides your offset but if you are only going to have US users you probably can code it in your formula.

You have come upon a common issue I have seen is how to aggregate form data for multiple forms. SharePoint has limitiations here, since it does not store the data relationaly and it will only work with 100 forms at a time. You may be able to do something with merging but with repeating data especially, it is not very clean.
This is ...

Hey Joe - Welcome to the forums.
I am not that familiar with working InfoPath with MOSS 2007 yet but this one I can handle. The attachment control or picture control is the only way I know of besides creating your own activeX control. I think the trick is that you just want to view the data a bit different. So I would use the ...
