Filler or Browser form? If Filler, you may just have the old version cached - you can open InfoPath, go to New, find the template, right click it and select Remove or Get Update to either remove the cached template or try to get the latest.

That column for "attachments" is just a Boolean to indicate whether there are or are not attachments.
You might be able to use the GetAttachmentCollection method of the SharePoint Lists web service - you'd have to indicate the ID of the item you want attachments for.

I had to make some changes to an InfoPath form that submits to a Sharepoint 2010 site. However, when I try to open the new form I still see the old version. I've made changes to the form previously and had no issues so not sure why I am having these issues now.

We have 450 plus submitted Infopath 2013 forms. Each of these infopath forms has multiple attachments. Is it possible to retrieve these file attachments to document library from already submitted infopath 2013 forms?
I have a solution which will accomplish this functionality moving forward but not to the forms that are already submitted. ...

I'm trying to query the attachments of a list record so that they show up in a new record. Is this possible? I don't have use of SOAP or REST or Code. I noticed you can specify "Attachments" when doing a list connection but that doesn't seem to be doing anything.
