That code has been written, and I think it has even been shared on here in another thread, so you may want to try a search.  I saw a thread recently where someone posted the code he was using to do cascading dropdowns in browser forms, and one of the Qdabra devs helped with it.

Ok, well you don't have to send the email with the submit.  You can just have a regular submit and use a workflow to send the emails.  You should be able to get the email addresses of whoever you want without code and pass that data to the workflow for sending as many emails as you need.

Filtering is not supported in IP/SP 2007 for browser forms.  In 2010, we can now do this, but not 2007.  You will have to use custom code to overcome this.
