To center the content of the footer, you need to type '&b' before and after the text. for example text in the footer is 'Name' then you need to enter text as '&bName&b' (without qoutes).
I think in infopath to have horizontal ruler is not possible.

i think prefix is missing for an 'empID'. If the 'EmpID is an element then you should add 'd:' ,if it is an attribute then you should add ' @ ' .

I think the problem is because you did give 'my' prefix in the xpath of the field.
'my' is a autogenerated default Namespace Prefix in InfoPath.
So you have to use this
not(. = ../preceding::my:Contacts/@my:Company)
