Welcome to Infopath forums
If you are going to use only Infopath designer then you should repeat the process of setting rules to every row. Else you can use Code and declare all the rules and create a method and using an on after change on the drop down call the method everytime the value in the drop down changes.

Datavalidation works only when the Users enter Invalid data, but tab past this field doesnt mean that you enter Invalid data. Checking the validation rule ''CANNOT BE BLANK'' will make the field as required.
If you want you can put a condition to prevent the form to be submitted as long as the field is blank

This Feature is available only in Infopath 2007, ofcourse with only a limited controls are allowed to work with.
But For Infopath 2003, Client needs to have Infopath to fill in the forms.

Open the Infopath form in the Design View
From Tools-> DataConnections->Click on Add in the Dataconnections Window
Select Submit Radio Button and Click Next
Select To Webservice radio button and Click On Next
Enter a valid Webservice URL and continue thereof

Do you want to move the Control or the Text in the Control?
I mean Do you want to move the Text box to left or just the text in the textBox to Left when it is Yes

Open the Text Box in the design View and select the Data Type to be Whole Number(Numeric)
Click on the Format at the End of the Data type field
Select None(Display XML Value) Radio Button in the Integer format window.
