Yes you would need to remove the view properties and do the fields individually since the attachment control does not allow view when read-only. Another option would be to have another view with just the attachemnt control and a button on the readonly view to show this attachment view.

Are you asking how you can attach a file to a Infopath form and also have the attached file saved into SharePoint?
When you attach a file in InfoPath it is embedded in the form and that is where it stays. If you have a file in SharePoint and want to reference it from InfoPath a hyperlink would probably be better.

With Webservices you can expose them for external access, but the client would still need InfoPath.
Otherwise you need a browser based form which is externally accessible.

I would recommend a designated field (Sendto) which will store your addesses which you will send to.
Then you can have conditional formulas to handle either scenario.
Let's say you have an Email1 dropdown and an Email2 dropdown.
Email1 has a rule that if Email2 is blank it sets SendTo to Email1. It also has a rule that if Email2 is not ...

You are on the right track.
Your email submit actions should be in a seperate rule and then that rule should have a condition that is true for the initial completion but not for the subsequent ones. i would check your conditions and debug why it is not triggering.

I have done the encoding and decoding of attachments but I do not know if you really need to do this. I did this to have my own attachment control and to convert files to text for search capabilities.
Are you attaching the files into the InfoPath Form or do you want to link to them? If you are using the attachment control then ...

Add an attachment control to a form and try it.
It has the typical browse functionality for attaching the file. Others can open or save the file via the control.
