For workflow like this, and to preserve an audit trail and propoer security and confidentiality you need to identify the form user. i would recommend an Active Directory Web Service like Qdabra provides.
Then you can check if it is an HR member and allow the edit view, otherwise others get a read only view, etc.

You would want to use a filter to specify the exact row, otherwise all rows are updated.
Depending on how you are doing it you may be able to reference the current() row.
-
In text field properties click on rules and then you will be able to set the fields value and find the function button.

No there is not a prebuilt control in InfoPath.
You would have to create it one or approximate one with another control as I described. It really depends on how clean you want it to look.
-
The issue is your Internet Explorer security settings, which InfoPath uses for Data connections.
Make sure the site with the form, probably fine, and the site with the link are in your trusted or intranet sites.

This is not native, like you would see with Word.
However I have seen field level audit tracking done with a task pane and in the form.
You just have to add the additional comment fields to the schema and can expose them as use them as necessary.

Have you looked at your tab stops in the form. So that it moves from field to field the way you want? I believe this is in form options or field properties.

This should be doable with code.
If you have SQL as an intermediatry, it could be done in SQL and then pushed or replicated to DB2.
-
This can be done in a taskpane.
I have replicated a tree view with a repeating section.
Have buttons with + or - and then hide them alternatively and use logic to expand and collapse each level.

You can create a hyperlink for a new email "mailto:" that will launch a new mail and can have the to and subject etc.
Since the form is in sharepoint you should not have to save it again. You could actually put the path to the specific file in the email body.
The attachment would be trickier but you could either have the user ...
