This should work fine in a browser as far as I know. Here's an example of how you can toggle the visibility of previous versions using just rules and conditional formatting. You can also use similar formatting to show only the most recent versions in one view, and show all versions in another view.
With qRules you can get some ...

Hello Big E,
How about using a repeating section within a repeating section like in the attached (very simplistic) example to keep track of versions for different files? Using qRules, you can augment the functionality to restrict users from removing rows that are already keeping track of files. This would save you from having to ...

This formula should also work:
(substring(today(), 1, 4) - substring(birthDate, 1, 4)) - 1 * (translate(substring(today(), 6, 5), "-", "") < translate(substring(birthDate, 6, 5), "-", ""))

No need for rules or code.

The count() function is what you need:
Condition: count(/path/to/repeating/group) = 1
Behavior: Hide dropdown box
What is it you want to use to dynamically populate the dropdown box?

You can display the field in a textbox to see what its actual value is. I'm fairly certain that InfoPath is not reformatting it. If you do need to reformat the field's content, you can do so with a combination of concat() and substring() functions.

substring(date, 1, 19) where date is your date field, should provide you with the value without the fractional seconds. Just use that in a rule.
