I would try creating a new drop down control and see if it does the same thing. Sometimes an existing control does not respond to changes and it has to be replaced.

Where are the InfoPath documents stored?
Is it the template or saved documents you need to control permission on?
I do not think a web service would be what you needed but could have a script or something thta would update permissions.
You may want to check out the Database Accelerator if you have a requirement for granular security on ...

You should not have any issues
There are only a few things in 2007 that are not backward compatible and you can save in 2007 as 2003 compatible.
I would not worry too much but always use your design checker and do some testing on 2003 just to be sure.

Hey Ryan,
It can get pretty hairy, good form design is important.
Does the form use views? If there are several scenarios for forms, it often works well to have multiple views, instead of multiple hidden sections within one view, this can reduce the logic.

You can use fields from your form and concatenate them to create a unique and descriptive file name.
Then you can have the submit button on the toolbar ...

I have not tested email submit with a browser based form but I had assumed that the email submit worked the same and that your local outlook would send the email. Are you getting the send process from the browser form? I am assuming you are using number@carrier.net or whatever to send the email to the phone.

Been on Vacation and getting caught up, but if you have not gotten this yet.
You can save your form, which creates an xml file which can be opened in Excel but this is not a real simple task with formatting and such.
You can export a view to excel but this is not an automated feature either.
Another option is to save your data to a database and ...
