Why don't you also set the field's value in code? You can 'force' code to run before rules, check out this blog post for more info...

Hi --
I can't think of a way to handle #1, since, as you mention, the data for that dropdown is probably loaded when the form opens. Are other items filled out before the complaint ID is selected? Because you could maybe delay retreiving that data, to give a better chance of not getting two people selecting the same one. What populates the ...

Stranger still! How about the Design Checker? Any clues there? What happens if you temporarily place another control on the form that is bound to the same node (the one where the error isn't showing on the current controls)?

It sounds to me like your form was set to use the InfoPath 2003 object model for your code. You'll need to change your form to use the 2007 InfoPath object model, and then port your code. First, make a copy of your code. Then, under Tools / Form Options / Programming, you can remove the code using the Remove Code button. Set the form to use ...

I counted in your template, and yes, they seem to be the same.
Your web service returns a choice group -- I don't know if we've ever tested with that. Can you try with a secondary data connection to SQL or a web service that doesn't return a choice group?

First parameter is incorrect:
/dsnamesrc: GetRatingForSelectedProject
Should be:
/dsnamesrc=GetRatingForSelectedProject
