Hello Welcome to the Forums,
Validation setting is available in manifest.xsf file and required field setting is available in myschema.xsd file. We can add check the ‘Cannot be blank' check box for that field in InfoPath form.
Are you tryinng to put any validation for that field? On which file you are doing the above setting?

Sometimes InfoPath attachment control behavior is different. Can you remove once that attachment control from InfoPath UI and added it agin from datasource. Then you will get editable for User B.

If you check ‘Automatically determine security level (recommended)' checkbox then it will works as normal form. Did you save the template after checking the above checkbox.

We have round and floor function in InfoPath to get only integer part for those fields. You can add the rule to set the same value using round function then you will get only integer part for that field.

We have option to select ‘Domain' level option in Form Options.
Tools -> Form Options -> Security and Trust.
If you don't want to select Domain level option then you have to check ‘Automatically determine security level (recommended)' checkbox.

You have to do setting in InfoPath, we have formatting option for decimal field in InfoPath. We have to set decimal places value 0 then first we will get the values from database with decimal after reaching the InfoPath form it will get update with our formatting.
