This is based on the item limit for the default view for the SharePoint list. If you change the item limit (under the list's settings, go to the default view, and change the number of items it returns) you'll see all the items in the list. 1500 items will make for a long drop down for your users!

So is the Unit to Employee relationship one to many? When you set up the main data connection in your form, are you setting the Unit table to not be repeating?

Someone more familiar with SharePoint workflows will have to speak to whether it can do a PDF conversion, but in InfoPath the non-code solution is to have the user do that from the file menu in InfoPath. If you'd like it to use the print view, you can print to PDF -- free CutePDF Writer will do this.

Actually, I just went to MSDN to look at the Add method for Attachments, and it seems to want a path. BUT, since your form is going to have to be full trust anyway, if you are going to access the user's ...

Do you only see this on your machine or will it reproduce on others? Some InfoPath viewing settings are determined by Internet Explorer settings -- what size are you using for text in IE?

Where is your Delete button? If it is not in the repeating table with your rows, it will always get the first value. A simple solution would be to place the button in the table (you can make it look pretty by changing the text to an 'X', for example, coloring it red and removing borders and shading) so that each row has its own Delete ...
