Do you want to hide the whole repeating section or just certain iterations? You do not have to have a repeating table within a repeating section.
You can put all of it inside a non repeating section or scrolling section if that is what you need.

On Repeating tables the conditional formatting hides the rows not the headers.
Put your repeating table inside of another section and then put the conditinoal formatting on the container section. This will hide everything.

One way I have seen this done was to have a submit on open. Pretty much a resave of the file but then an Alert will be generated if you have one subscribed so you always know when someone has opened a form. Without the alert you could also you the last modified field to see who had opened it last.
Maybe one of those will work for you.

Have you tried the alt keys? Alt, V, T, C would get you to the toolbar customization window.
Otherwise look at this http://support.microsoft.com/kb/555130 I would guess there is a setting for InfoPath as well.

Once there are no toolbars displayed, I am assuming that there is still an area at the top, right below the window header that can still be right clicked but I am scared to remove all of my toolbars for fear of not getting them back.

You would need to add an additional field per row. This could be a row number and then you could make a conditional rule that would only allow them to edit the last row or max(row number).
You also could add a username field instead. This would allow them to edit all of their entries rather then just the most recent.
With an Active ...
