Hey there, welcome to the forum.
I too have worked in and still do consulting for government entitiies and I know how it is in "hostile" IT environments. InfoPath is a great tool for forms and a liberator for knowledge workers and employees in government if you can get the few things you need.
Ideally, best practice for an ...

Ok Jake.
If the data from SQL is not being saved into your form, you are just showing them the secondary data then yes it would not be available offline. You would need to move the data into the form itself to be preserved. I know there are some examples here of copying repeating data from a secondary dc to a group in your main DOM.

Well if they need access to tables with hundreds of thousands of rows when they are offline then they would need to take it with them. No matter when it updates with the backend. Does the form submit to SQL as well?
They could run SQL Express on their own machines and then sync the data when online is about the only way I can think ...

If you would like to see a demo send me an email.

I think you could do this.
Add manual entries in your drop down. Make the value a number and the display the name of the month.
Then you could use a rule to set the field value to substring(today(),6,2) You need to build it in the formula window as today() does not copy.
That should do it.

Yah I think pasting directly into a table in InfoPath reliably would be difficult.
I would explore importing the data via a secondary data source. I had thought there was a custom control for Excel in InfoPath but I cannot find it in now.

If you have a database you could use a table or create a simple XML to use as a secondary datasource.
Two columns
Number Name
01 January
02 February
Etc...
Then in Open Rules parse the ...
