Nevermind. The second SharePoint list was set to display only 100 items, and there were more than 100 in the list. Whenever I'd add one, it wouldn't display in the dropdown because is was higher than number 100.

To deploy a fully trusted registered form in SharePoint, u cannot directly publish it.
