Okay - so you want new items with non zero amounts to be submitted:
[my:Total != 0 and my:PullId = ""]
AND, if something that has been submitted gets changed to 0, it should still be submitted - but shouldn't it just be the case that if it has a PullId, it is always submitted? If so:
[my:PullId != ""]
So, to ...

Hi - you have to make sure the User Code Solutions service is running (you start this service in Central Admin > System Settings > Services on Server).

Well, you weren't having a Monday all by yourself - you kept telling me what you were trying to do, and I kept overlooking the ! in front of the = myself. :-}

Your filter will submit anything that has a total not equal to zero, and a pull id not equal to blank.
Sounds like you are saying you want:
[my:Total != 0 and my:PullID = '']
So that you submit anything that has not been submitted (i.e., pull id is equal to blank) but has a total that is not equal to zero.

Hey, Paul:
I'd save the template as IP 2007 format and use the Design Checker to find the errors. You may have to walk through any SharePoint list data connections again - those changed with ShP 2010 - using lists from ShP 2007. Otherwise, I don't imagine you'll have a huge amount of issues doing this....

I don't know what PullId is. Is this the field you are putting the list id into? It will get populated after a successful submit. So, if you have a new list item, and you intend to submit it, using this XPath would exclude new items, they wouldn't have a PullId.

You'll need to use code for this, I imagine, since rich text is XHTML - otherwise, I'd suggest using a double eval formula. Here's a link to a blog post that may help you with this.

ID is set after the SubmitToSharePointList command is run, as long as the /id parameter is provided.
The ID is the list id from the list you have submitted to - that value will already be present in your list.

Hi - when are you setting other values in form 2? Are you getting the correct "RegNo" from your main data source - that is, are you passing the correct value to your query? Have you looked at what your query returns in form 2? That is, drag that secondary data connection onto the form so you can see the results - is your query returning ...

Yup, just your standard XPath filters "my:field1 = 'a' and my:field2 = 'b'" or "my:field1 = 'a' or my:field2 = 'b'"
