When I published this form in the same library, I saw the error message. So I created another library, and published the infopath form, and then the infopath form worked well in SharePoint. But the infopath form in the previous library that has the issue never worked. I don't know why it happened. Only one difference is there is an option "publish from the library" at the end of publishing. But the issue library didn't show this option.

I'm sorry - without seeing the form I'm pretty much out of guesses. It sounds like the library is the issue? When you publish to a new library the form works in the browser? If so, you may just want to start using the new library. You can copy all the files over from the old library and relink them in the relink view.

Hello Hilary, I am sorry to bother you again. Could you do me a favor? I googled for a few hours, but I haven't found any solution yet. I tried to move the infopath forms to a new form library. Luckily, the template in the new libarry works. But when I tried to save old forms in the new library: In the Microsoft Office InfoPath dialog box, click OK. In the Save As dialog box, select a location where I want to save a working copy of the form, and then click Save. The error message said still: "This form cannot be opened in a Web browser. To open this form, use Microsoft InfoPath."

Did you try just manually copying the forms into the new library and using the Relink view (may have to switch to classic view to find the Relink view, if your library is in modern). When the XML were created, they get a URL to the form template they are supposed to open with, so my guess is that these XML are still opening with the old form.
