Email going to junk folder

Been working on this issue for literally over a year.

Issue: I have workflows that are going to 7,000ish people. SOMETIMES the emails go to their junk email, SOMETIMES it goes to their inbox as intended.

The Outlook Exchange team has added the SharePoint email to the "Do Not Send to Junk Email" list.

Still not working

What settings (very specific, please) do I need to change? I don't have access to Central Administration, so if it's a change there I will need specific instructions.
