List WorkFlow goes directly to complete if more then one is active

Hi, I have a List WorkFlow in SP 2010 Foundations that works fine for the first form that gets submitted, but if I launch a any more forms in the same Library the WorkFlow sends all others Forms directly to "Complete" bypassing the whole Work Flow except the very first one that was submitted.

When the initiator fills in the form he needs to pick from a Drop Down to select the Department the form needs to be routed to. I have set up the workflow using SPD, if a certain name is picked from the Drop Down, I'm comparing it using "Compare Document Field" and routing it based on that field.

EX:
if "Compare Document Field" = Yes (Department Name "A") then Assign a Task.
if "Compare Document Field" = No, Then go to the next "Compare Document Field"

if "Compare Document Field" = Yes (Department Name "B") then Assign a Task.
if "Compare Document Field" = No, Then go to the next "Compare Document Field"

if "Compare Document Field" = Yes (Department Name "C") then Assign a Task.
if "Compare Document Field" = No, Then go to the next "Compare Document Field"

it seems like the "Compare Document Field" is sending straight to complete no matter what I do.
Am I not understanding the right way to use this compassion?
