Email Workflow

I have a personnel list with several qualification columns. Each qualification has a corresponding Status column (status can be either Compliant or Noncompliant).

The status columns (basically the entire sheet), are updated once a week through the use of a calculated column. I am trying to create a workflow that starts

every time the list is updated, sending me an email with a list of all personnel that go from Compliant to Noncompliant as a result of the update. I have gotten a workflow

to send me one name (see attached). I'd like SP to send me an email of all names that are Noncompliant after update.
