Promoted columns not populating - migration from SP 2003 to SP 2010

We're trying to migrate our existing InfoPath 2003 forms that's currently on our SharePoint 2003 server to our SharePoint 2010 server but still maintaining the 2003 InfoPath compatiability. However when we tried to migrate the data, the promoted columns are lost.

Here's what we tried:

Open the template on SP 2003 and republish the form to new InfoPath library in SP 2010 (using InfoPath 2010 compatabilty option with InfoPath 2003).
Open both libraries in Explorer view.
Copy the forms over from SP 2003 to SP 2010.
Go to SP 2010 Library settings and relink the forms to the new template
But existing records doesn't show the promoted columns, but newly created records show the promoted columns.

I've tried the open in explorer trick to try and refresh the XML, but it still doesn't show. Opening the recording and re-saving it, doesn't work either.

Is there another method of doing this? Is it a InfoPath 2003 issue?
