You can do this using user roles in InfoPath without code.

If you are using SharePoint 2007 you can do this in the InfoPath client via "User Roles" (http://office.microsoft.com/en-us/infopath-help/about-specifying-user-roles-for-forms-HP001106605.aspx)

If you are using SharePoint 2007 user roles don't work in browser based forms.

If you are using SharePoint 2010 you can use user roles in client or browser based forms.

I would like to know if this is possible without any coding. If possible without coding, can anyone please outline the steps to accomplish the solution. The form data would be published to a document library.

1. When a submitter fills out the infoPath form and submits, it should be visible only to him/her or to the admin role.

2. InfoPath form will have two additional columns 'Status' and 'Admin Comments' which should be editable only by admin.

3. Status will have 3 possible values, 'Draft', 'Pending' and 'Approved'. Initial status is 'Draft'. After user submits, the status will be 'Pending'. If Admin sets the status back to 'Draft', User can edit the form and submit again. If admin sets the status to 'Approved', the form cannot be edited by anyone.
