However - what if instead of starting in a form, you had a custom page that had your two buttons? Then one could open the Issue form, and the other will open the New Functionality form?

How to switch from current form/list to a different form/list based on user input

I have an Issue Tracking form that submits to a single list, "ISSUE TRACKING".
I would like to add a new page to this form, "REQUEST TYPE", where if the user selects the "ISSUE" button it will switch view to the Issue Tracking form.

If the user selects the " NEW FUNCTIONALITY" button I would prefer that it launches the "NEW FUNCTIONALITY" form that will submit to a different list.

There is no action within the rules that will accommodate this type of activity.

I created a Picture of a Button with "NEW FUNCTIONALITY" with a hyperlink that will launch the "NEW FUNCTIONALITY" form in a new window. However, it will not close the current form, as a button rule would.

I am unable to "cover" a button with the "NEW FUNCTIONALITY" pic/link. This would allow me to launch the new window as well as close the current form via the button rules.

Any ideas on how to solve launching the NEW FUNCTIONALITY and closing the current form with one click?
