Assuming you are not using SharePoint Online, you might look into submitting the InfoPath form by email to the SharePoint library, which does not require credentials. This might be one piece of the puzzle's solution, anyway.

They may then further send the completed form to other people for their review. However, I do not want to provide access to all these various people to the SharePoint site. The problem is, when the recipient trys to open the form in Outlook, they get an error message that they do not have access to the SharePoint site. Is there a way around this?

I've thought about converting to PDF, but there are two issues. 1. it's time consuming, 2. there are often attachements that will have to be manually added to the email, adding to the time consuming issue. I have also considered emailing with the form directly imbedded in the email using "Read-Only Shapshot", however the recipient prefers to obtain a document that they can save and move around. The purpose of using InfoPath was to make the process administratively easy for the submitter and the person who manages the submissions. However, this is not the case if we have to PDF.

Please advise.

Thanks
