Rule on field that calls Web Service not triggered when field is updated via code

So I have a browser InfoPath form thats working nicely with data connections in SharePoint. I publish it to a SharePoint list and its there as an XML file. Now, I am dynamically opening the XML file with a .NET application and setting the value of one of my fields. Although the field's value is updated correctly, this DOES NOT trigger the rule set up on that field that is supposed to call a Web Service and populate the dropdown.

So my question is this: will setting values using .NET code trigger rules to run on that field as if I was manually entering data into that field? And if I want the easiest way to have the form call my web service, can I just set that field and have the form behave normally? Or do I need to call the web service manually in my code? And if so, how is this accomplished?
