Border of Cells affected by people picker control

Using IE 9/10,

I have a table with 3 rows. The middle row has a people picker control. Around the outside of the whole table I have a border. The border doesn't always show up above my people picker control.

I've removed the border, removed the people picker etc. The border only appears if I click around my table. It's as if the table border is waiting for something to finish. Yet I have no idea what.
