Yes, you have some options: a) write code and use an OnBeforeChange handler that prevents changing the image when they tab or ink out of the control, b) copy the control to another hidden ink field and add an unconditional rule to the field that "reverts" the ink control to the saved one when the user changes it. Just two random ideas ...

Displaying Ink Picture with Background Image

I am looking to create a demo of an insurance claim form with InfoPath 2007. In the scenario, the adjuster would be able to draw/annotate areas of damage to the car. I have this working using the Ink Picture control, using a background image.

But... now I want to pass the form on to a manager who would have a read-only/view-only version of the form (i.e. they can sign off on the claim, but can't change the adjuster's annotations). If I use the 'ink picture' control, it does not support read-only. If I change it to a picture control and keep the same binding, it shows me the ink/annotation, but not the background image. Is there any way to support this scenario by showing the image & ink read-only?

Thanks!
