Repeating table not firing Changed event in browser form

I have an InfoPath 2007 form that is being displayed in MOSS 2007 using Forms Services. I have a repeating table (2 columns with a text box in each) that get populated programmatically via a .udcx file that connects to a custom ASP.NET Web Service that reads from a SQL Server 2005 database. I have added code in VSTA to respond to the Changed event when the operation is ValueChange or Delete--- both update the database and then refresh the repeating table. The code works as designed when I preview the form in InfoPath2007 on my machine. When I upload it to Central Admin and activate it, the code works except for one scenario. If I change the value of the last cell of the last row in the repeating table, the code for ValueChange does not execute. All other cells and rows work as designed.

I have changed the postback settings to "Always" for the repeating table and the text box controls, but this has not resolved the issue. Since the code works in the InfoPath client, there isn't anything I can do in VSTA to debug.
