what are the differences among forms submitted by different departments. if there are not much differences then you should use conditional formatiing for hidding/showing fields and rules for submitting

Creating a approval view for 10 departments through 1 form

I created a form that has a drop down for departments and submits to a SharePoint list. I'm trying to create Rules and User Roles,Views for Submittal and Approval/Deny based on departments. So, if a user logs on and select thier department/unit, the form will go through and submit the form to their department for approval/Denial based on the department dropdown list. So I'm guessing I must have atleast 20 different views---10 for Submit and 10 for Approval based on the Department dropdown. I also want a member of the department to be able to deny the submittal. We have Active Directory. Please help.
