Cannot add Peoplepicker to webservice template

I´m using a webservice template to send /receive data from webservice (connects to sql-db). That Works fine.
My client want a Peoplepicker choice on the form to verify if a user is enabled.
When I try to add the Peoplepicker i must select a repeating group or field. But no matter what field or Group I select, it does not work.

So my guess is the Peoplepicker is not an option when using the webservice template?
And does anyone have another solution - qRules?
