Multiple Emails not working in SharePoint Designer Workflow

To keep it simple, I have promoted fields in my InfoPath form that are populated with people's email addresses (e.g., joe.schmoe@email.com). (These emails are dynamic based on how end-users use the form.)

I have a total of 5 promoted fields so that emails can be sent UP TO 5 different people (AKA approvers).

THE PROBLEM: No matter if I use the "To:" field or the "CC:" field, the workflow emails are ONLY going to the FIRST email address (i.e. promoted field). The other 4 promoted fields that are populated with email addresses are not receiving the workflow email.

P.S. I have 4 other forms that are structured the EXACT same way, and they ALL work as intended (i.e., multiple emails are being sent to multiple recipients).
