Under the project properties in Visual Studio, can you change the target framework to 3.5?

Are there new steps to follow to add qRules to an InfoPath 2013 form that already has custom code? I've attempted to use the instructions that were provided with InfoPath 2010, but tend to run into errors when trying to build the code.
