custom infopath 2010 form

1. I am new to infopath.

2. I have created a BI custom list in sharepoint 2010

3. I need to create a custom form to update these items in the list every quarter. When they open the form the user must :

3.1 Choose the financial year from a dropdown list

3.2. The form based on the FY then must be populated with the list items based on the user logon as I have columns in sharepoint that have "unit head" and "responsible person"

4. Users then for example in quarter one are allowed to update their actuals achieved. The other items or fields are read only.

5. Once they update the necesssary item then it updates the sharepoint list - it must not add another row

Now the challenge is how can I create this dynamic form built in infopath? Any help would be much appreciated.
