We need one form for each employee and we have almost 1000. We have SP 2010 and Infopath 2010. I am a newbie, but have created a few forms that are working.

Each form needs to have item level security applied. I do know how to accomplish this with a workflow as I have a similiar form that works just fine. The tricky part with this form is that I would like to link it to a master list that will populate the confidential information that is specific to the employee when a manager creates the form. I use the people picker to populate some of the non-confidential items from AD. My concern is that anyone could start the form, pick any name, and then the confidential information would be visible even if they didn't save the form. One work around I thought of was to create multiple views and hide the confidential informaiton on a view that cannot be seen until the form is saved. Upon save the item level permissions are set so that may prevent someone from seeing information they should not. Does anyone have any other suggestions? Thank you in advance for your response.
