Retreiving MS Access table to InfoPath 2010.

In my organization i have scenario where i am not sure to use InfoPath or not.I just need approach how we can implement similar functionailty in SharePoint 2010. We are having licenses of SharePoint 2010 and InfoPath 2010. We have MS Access database where Admin uploads some MS Access tables to the Excel spreadsheets. Now in excel spreadsheet if there are 50 rows, admin copy paste 20 rows to one user, 10 rows to other use and remaning 20 rows to other users via email. Indirectly admin just copy paste rows in other excel sheet and send them other users via email. After update delete, modify those rows user send those same spreadsheets to admin. Then Admin verify the corrections in all spreadsheets and save updated values to MS Access.
I am planing to retrieve Access table to InfoPath form and trying to submit it using Submit vie email to user. But i couldnt get the exact way in InfoPath 2010.

We want to do all these things in SharePoint 2010/ InfoPath 2010. Also we want keep track which user did what corrections. We want to avoid excel spreadsheet attachments which is very tedious to maintain when there is updated spreadsheets came to Admin. I just need apprach we can do using InfoPath 2010. I would really appriciate your reply. Thank you.
