My current situation is that I want to secure the XML form that is transmitted over emails. I now know that signing with a digital signature will ensure the security of the data since InfoPath will tell the user that "the form was changed after it was signed" if the xml file is edited in notepad and saved. But this message only appears if you go:

Tools > Digital signature > ViewSigned form > Find message on top left of screen

I personally find this to be too much on the user side. So 1st question is can I programmatically catch that message and output it on a message box for the user immediately after open?

2nd issue is my organisation has over 20,000 employees and we cannot issue each individual person with a unique digital certificate to sign their own form since the overhead is enormous. What should I do to protect the data yet without issusing that many certificates?
