I'd try XML Editor first.... see if that fixes it.... Also, I found this on Office Online:

If Microsoft Office InfoPath 2003 is installed on your computer but does not start when you open InfoPath forms, you can set InfoPath as the default program for opening and editing InfoPath forms.

In InfoPath, click Options on the Tools menu.

Under Microsoft Office options in the Options dialog box, select the Check whether Office is the default program for opening and editing .xml files check box.

Form opens in Dreamweaver

Our manager double-clicks the InfoPath form (2003) attached in Outlook (2007). It has always worked fine, until now. He just installed Dreamweaver - now the form defaults to opening it up in Dreamweaver. I went to Windows Explorer/Tools/FolderOptions/FileTypes to see what my PC (which works fine) says for the xml file type. My PC says it opens with XML Editor and the only one that actually says InfoPath is the xsf and xsn file types. So should he set his to XML Editor or InfoPath or is there another setting somewhere that I don't know about.
