Another option would be to have two sections in the same view, one with the repeating section locked down and one where it is not. (Data -> Default Settings uncheck 'Allow Users to insert and delete rows") and in form load define for admin users goes to admin view (without lockdown) and for usual Users form goes to lock down parent repeated section view. I would like to hide Insert Item in parent repeated section and just special users can see and insert Item in parent repeated section.
