InfoPath 2010 restrict access by id and userrole

I have attached a template with a switchboard (The requirements are transferring from an access database to InfoPath forms) The switchboard has command buttons that allow user to access different views. Some buttons need to be restricted by user id and role. I am currently working on a command button "Step 2". I am trying to setup rules that restrict access to only those personnel included in the "Managers" data connection which includes the fields "DOD ID Number" (which we can parse from the users CAC), and "Manager Role(s)" which can include "Program Manager" as a role. So my questions is how do I set the rule to only allow the users with matching "DOD ID Number"s and are "Program Managers" to enable the "Step 2" command button. I believe I had this working when I was only checking the "DOD ID Number". Any assistance will be appreciated, thank you in advance
