It still works fine for me and a co-worker but these 2 other individuals (using IE 11, same as me) get this error: Error: This form cannot be opened in a Web browser. To open this form, use Microsoft InfoPath. Click Close to exit this message.

Work-around is to send the user to the document library and have them click "FILES" > "New Document" which works.

Any ideas why different users clicking the same link using the same browser get different results?
