The reason for this issue was, this site wasn't configured properly.There was few default content types missing. I asked SharePoint admin team to resolve this Content type issue. Once they fixed that issue, this got resolved automatically. I haven't change anything in InfoPath forms. I couldn't able to publish as "Site Content Type" to a site even though I am a owner of that site. What level of permission i need to have for this ?
