That is clearly pointing to one of 3 things:

You are only using MOSS Standard and not Enterprise, or

You haven't enabled Enterprise features at the site collection level, or

Your settings in Central Admin > Configure Forms Services do not allow users to browser-enable templates (this is a simple check-box)

You have verified all 3 of these? I would need to see screenshots of each thing in your environment in order to be sure.

Re: How to display Infopath Form using Web browser

http://www.uploadtoday.com/download/?393011&A=561293

Are you using the latest version of SharePoint? We've seen problems with people who were not on the latest Service Pack. Check your SharePoint logs. Check your versions. And then, call Microsoft. We can't debug Microsoft bugs in this forum. We can tell you they exist - they do! But, we can't do much more.
Here's a short checklist:

Ensure that MOSS Enterprise Features are enabled at the site collection level (from the top level site of the site collection, navigate to Site Settings -> Site Collection Features and activate the Enteprise Features, if needed)

Repeat the previous step scoped at the site level (navigate to the site you wish to publish / activate your form template into, then go to Site Settings -> Site Features and activate Ent. Features)

Ensure the form is browser compatible (which I think you already did, so ... just to provide a complete answer :-))

Ensure you publish the form leaving the "Enable this form to be filled out by using a browser" checked

Also, please note that you probably need to have session state enabled for your browser forms to function correctly.

You can do this by navigating to the Central Administration -> Application Management -> Configure Session State. Session state can be enabled only if you have configured a Shared Service Provider for your web application, so please also ensure you have SSP configured as well.

HTH

Ciao
