I have the form published as a content type (so I can use across multiple sites) and using qRules to auto-sense the library from which it is opened for saving (which is the library that I want the column updated in) but when I publish the form and test it, the form submits to the library correctly but the promoted property does not carry through.  Could it be the auto-sensing that is causing issues with the promoted field?</description></item></channel></rss>
