conditional format in a repeating table

hi to all.. i have a SharPoint List with 3 columns (reference number, user name, department).

In the InfoPath form I have:

reference number (text box)

repeating table (reference number, user name )

department (text box)

The scenario:

1. the user should enter the reference number in the text box then click in the default insert in repeating table

2. If the number is available in the reference column in the SPL then the reference and its name will be inserted in the repeating table

3. the corresponding department for the first reference inserted will be populated into department text box

4. the repeating table should have information for one department. That’s mean if the user enter the first reference and its department (which will auto populated in the text box) was IT, then if he enter reference with different department and click insert the row will not be inserted and he will get message "insert the same department"

I have did everything till step 4..Im suffering to make it work I try to use conditional format in the reference number but I didn’t get it!!

Can somebody help me please
