Have you been able to open DAT previously on your machine? I ask because I very recently had this same issue, and clearing my InfoPath cache resolved it for me. Start > Run > Infopath /cache clearall

Accessing template.xsn without installing InfoPath 2010 on the server

After clicking DBXL Administration Tool, InfoPath opens and the following error is presented:

============

This form cannot be opened because it requires the domain permission level and it currently has restricted permission. To fix this problem, open the form from the location it was published to.

I've tried logging on as both an Authenticated User and an Administrator, but neither allow me to open the file, and I don't know how to change permissions for a file. I don't want to install InfoPath on the server. Can someone provide guidance on how to make this file accessable?
